(Headquarters: Minato-ku, Tokyo; CEO: Hideto Tomabechi, hereinafter CRL) is pleased to announce the appointment of Dr. Linton Wells, II, former Principal Deputy Assistant Secretary of Defense, as Special Advisor (Applied Research). Alongside this appointment, CRL is launching a new “Comprehensive Economic Security Consulting” business.

Dr. Linton Wells has served in the U.S. Department of Defense (Pentagon) for over 50 years, holding roles such as Principal Deputy Assistant Secretary of Defense and Chief Information Officer (CIO). The position of Principal Deputy Assistant Secretary of Defense is one of the highest ranks within the Pentagon, following the Secretary and Deputy Secretary of Defense.

As a Special Advisor (Applied Research) at CRL, Dr. Wells will provide expert advice on the application of computer science and discrete mathematical sciences, including artificial intelligence, blockchain, and cybersecurity. He will also support the commercialization of these technologies for both government and private sectors in Japan and the U.S. Additionally, Dr. Wells will advise on CRL’s “Comprehensive Economic Security Consulting” business, which integrates our proprietary “Cyber Security Technology.”

As threats have evolved from terrorism to cyber threats, Dr. Wells has become a global authority on security, national strategy, and resilience. He advocates for new crisis leadership paradigms, cyber resilience, and next-generation decision-making education. In recent years, he has also focused on economic security from a defense perspective.
